The Garden Plain Economic Development Advisory Commission shall consist of at least seven (7) members, of whom shall be appointed by the Mayor of the City of Garden Plain by and with the consent of the City Council of the City of Garden Plain. All terms shall commence on January 1 and expire on December 31 of odd numbered years. All terms of office other than the terms of the initial appointees shall be for two (2) years and until their successors shall have been duly appointed and qualified. A vacancy shall be filled for the unexpired term of a member in the same manner as the original appointment.
Any person residing within the City of Garden Plain shall be eligible for appointment by the City of Garden Plain. Any person residing within Sedgwick County, including incorporated areas, shall also be eligible for appointment. Members of Garden Plain Economic Development Advisory Commission shall serve without compensation but may be reimbursed for expenses actually incurred in the performance of their duties as members of the Commission.
The Economic Development Advisory Commission may designate such ex officio members as it deems appropriate who shall have the right to attend and participate but who shall not vote.

The Garden Plain Economic Development Advisory Commission shall meet at least once a month and convene for its meetings at such time and place as shall be fixed by its bylaws or designated by the Chairman. Special meetings of the Commission may be called by the Chairman or a majority of all the Commissioners on not less than 24-hour notice. A quorum of the Commission shall consist of over fifty percent (50%) of the number of appointees.

The Garden Plain Economic Development Advisory Commission shall elect from its membership a Chairman to serve for a term of one year or until a successor has been elected and qualified. The Commission shall designate a Secretary who need not be a member. The Secretary shall cause a proper record to be kept of all proceedings of the Commission.

The Garden Plain Economic Development Advisory Commission shall be subject to the policies and regulations of the City of Garden Plain relative to the conduct and procedure of advisory boards and commissions to the extent such are not inconsistent with the provisions herein, Staff support shall be provided by the City to the Commission as deemed appropriate.

The Garden Plain Economic Development Advisory Commission shall be responsible for advising the Garden Plain Governing Body on those issues affecting the economic well-being of the Garden Plain area and these will include the following,
(a) The involvement of the City in the initiate being undertaken by the State of Kansas in economic development;
(b) Various economic development policy matters under the jurisdiction of the City of Garden Plain and/or Sedgwick County, e.g., use of industrial revenue bonds, tax exemptions, enterprise zones, etc.;
(c) Review and recommendation of major economic development proposals on publicly owned land;
(d) Work with the private sector in carrying out plans adopted by the City of Garden Plain, Sedgwick County, WI/SE, Long Range Planning Force and any other planning and economic development organizations as the Commission may deem necessary.
(e) Such other matters as may be referred to the Commission by the City Council.

The Economic Development Advisory Commission shall adopt bylaws which shall govern its procedures. Such bylaws and any amendments thereto shall be effective upon approval of the City Council.
